  2. Vulnerable students (those with IEPs, trauma, or learning challenges) suffer most.
  3. Increased behavior issues and dropout risks.

Worn-Out Materials and Buildings

  1. Textbooks become outdated or unavailable
  2. Classrooms lack basic supplies
  3. Repairs to heating, plumbing, and safety systems are deferred
